To answer this question, the first to consider is that not all games support cheats or code systems. The games that support cheats or code are designed so that you might need cheats to complete the game.
Depending upon the difficulty level you choose when you start to play the game. So, if I were to play a game with cheat system support in difficult mode and I find it hard to clear the stage, I would definitely use cheats to complete it.
